GUWAHATI, July 10: Assam Finance Minister Jayanta Mallabaruah, while presenting the Assam Budget 2026, announced a major initiative to revive the flow of credit under the Kisan Credit Card (KCC) scheme and support farmers across the state.
The minister said the KCC scheme remains a crucial source of affordable institutional credit, helping farmers meet their working capital needs while reducing dependence on informal lenders.
However, as of March 31, 2026, KCC Non-Performing Assets (NPAs) in Assam have risen to ₹1,935 crore, affecting around 3.38 lakh farmers and impacting the availability of fresh institutional credit.
To address the issue, the state government has worked with banks to prepare an action plan aimed at reducing the NPA burden, restoring farmers’ access to institutional credit, and strengthening Assam’s agricultural economy.
