Guwahati: Assam Cabinet Minister Jayanta Malla Baruah has received a strong overall performance rating in a recent ministerial assessment survey evaluating key members of the Assam Government for the 2021–2026 tenure. This survey was done by FutureEdge in their Minister Report Card Series.
The survey awarded Baruah citing significant progress across the Public Health Engineering (PHE) and Housing & Urban Affairs (DoHUA) departments.
According to the assessment, Baruah achieved high promise-delivery scores in both departments, with the Public Health Engineering sector recording 82 percent fulfilment and the Housing & Urban Affairs portfolio registering 85 percent fulfilment.
One of the major achievements highlighted in the report was the expansion of the Jal Jeevan Mission in Assam. The survey noted that household tap water coverage rose to nearly 82 percent by early 2026, a substantial increase from around 1 percent coverage in 2019.
The report also praised progress under the Swachh Bharat Mission, stating that approximately 74 percent of villages in Assam achieved ODF Plus status.
In the urban development sector, the survey highlighted the launch of the “Sugam” portal aimed at digitising permissions and urban approvals. It also noted major progress under PMAY-U housing schemes, with nearly 85 percent completion of PMAY-U 1.0 houses and enrolment initiatives under PMAY-U 2.0.
On financial management, the report stated that the departments under Baruah maintained strong budget utilisation, with around 81.5 percent utilisation in the PHE department and approximately 75 percent in Housing & Urban Affairs. It further observed that nearly 90 percent of central funds allocated for flagship schemes were effectively utilised.
The assessment also pointed to key infrastructure achievements in Nalbari, including the inauguration of Nalbari Medical College in 2023, expansion of the Nalbari-Dhamdhama road, conversion of timber bridges into RCC structures, and continued development of Nalbari University infrastructure at Ghograpar.
The survey additionally highlighted Baruah’s focus on digital governance, urban reforms, water quality monitoring, sanitation drives and citizen outreach programmes. Initiatives such as the Integrated Command and Control Centre (ICCC) in Guwahati and real-time urban monitoring systems were cited as major governance reforms during the tenure.
The report described Jayanta Malla Baruah’s tenure as being marked by “rapid infrastructure delivery and digitalisation of urban services,” while recognising his visibility in governance and implementation of national flagship missions in Assam.
