NESO Submits Memorandum to Uttarakhand CM, Seeks Justice in Angel Chakma Killing

The North East Students’ Organisation (NESO) has submitted a memorandum to Uttarakhand Chief Minister Pushkar Singh Dhami, strongly condemning the brutal killing of 24-year-old Tripura student Angel Chakma in Dehradun and terming the incident a case of racial violence.

Condemning the incident in the strongest terms, NESO stated that the attack occurred “only because they looked different from the rest of the Aryan race and were hurled with racial abuses which were demeaning and degrading.” The organisation described the incident as part of a disturbing pattern of repeated atrocities against people from the Northeast in different parts of the country.

In the memorandum, NESO stated that Angel Chakma was allegedly beaten and stabbed on December 9, 2025, after being subjected to “demeaning and degrading racial abuses.” He later succumbed to his injuries on December 26 after battling for life for more than two weeks in hospital. NESO also mentioned that the victim’s brother, Micheal Chakma, was assaulted during the same incident.

Seeking urgent intervention from the Uttarakhand government, NESO demanded capital punishment for the perpetrators, the establishment of at least one special police station dedicated exclusively to handling cases of racial discrimination against people from the Northeast, and the enactment of a stringent Anti-Racism law.

NESO further urged the state government to take immediate and effective measures to ensure the “mental, social and physical security” of students and residents from the Northeast living in Dehradun and other parts of Uttarakhand.
