State Budget on March 6 | Assam

 GUWAHATI, Feb 28 – Finance Minister Himanta Biswa Sarma will present the State Budget in the Assam Legislative Assembly on March 6.

The Budget was earlier scheduled to be presented on March 4.

The calendar of the Budget Session of the Assam Legislative Assembly was revised on account of the election for three Rajya Sabha seats from Assam, which will also take place on March 26.

As per the revised schedule, there will be 14 working days during the Budget Session, instead of 12 working days as was planned earlier. The Budget Session of the Assembly will begin on March 2 and will continue till March 30, as per the revised calendar.

On the opening day, Speaker Hitendra Nath Goswami will announce the Report of the Business Advisory Committee settling the Business for the Budget Session of the Assembly.

The Speaker will announce the names of the members constituting the panel of Chairmen under Rule 9(1) of the Rules of Procedure and Conduct of Business in Assam Legislative Assembly. This will be followed by laying of ordinance, reports and rules, if any, along with presentation of reports of various Assembly committees, if any.

Thereafter, motion for election of members to various government committees and boards and introduction of government Bills will follow. The presentation of list of Supplementary Demand for 2019-20 will also take place.

The first day’s proceedings will end with obituary references.

On March 3, Private Members Business will be held with Bills, resolutions, special motion and motion, if any, after the Question Hour and the Members’ Hour.

On March 4, after the Question Hour, there will be introduction of government Bills, if any.

Voting on Supplementary Demand for Grants for 2019-20 and introduction, consideration and passing of the Assam Appropriation Bill (No I), 2020, will take place on March 5.

On March 6, the Annual Financial Statement (Budget Estimates) of the Government of Assam for the year 2020-2021 will be presented.

This will be the last full fledged Budget of the Sarbananda Sonowal-led State government.

There will be general discussion on the Budget on March 7, March 10 and March 11.

From March 12 to March 23 there will be recess for Department Related Standing Committee (DRSC) meetings.

The Budget Session will resume on March 24 with Question Hour, presentation of reports of DRSC and Voting on Demand for Grants. Voting on Demand for Grants will continue on March 25 and March 26 as well. Introduction, consideration and passing of Assam Appropriation Bill (No II), 2020, is also scheduled for March 26.

There will be Government Business on March 27 with consideration and passing of government Bills, followed by any other government business remaining unfinished.

The Budget Session will have the Speaker’s Initiative on March 28.

On March 30, there will be consideration and passing of government Bills after the Question Hour, followed by adjournment sine die.
