Work will begin soon to convert the Assam Legislative Assembly into a “paperless” and fully digitised Assembly in two years’ time, Speaker Hitendra Nath Goswami said here today.
Addressing a press conference on the sidelines of an orientation workshop on ‘National e-Vidhan Application’ (NeVA), Goswami said a paperless and digital Assembly will not only boost transparency and accountability but also reduce cost and contribute to green efforts.
NeVA is a Mission Mode Project (MMP) of the Ministry of Parliamentary Affairs to digitise and make the functioning of State legislatures paperless. It is part of the Digital India programme.
The Ministry of Parliamentary Affairs, being the nodal ministry, is looking to roll out NeVA for Digital Legislatures, covering 40 Houses, including both Houses of Parliament and all the State Legislative Assemblies and State Legislative Councils. NeVA is a member-centric de-centralised digital application.
It is a device-neutral app and so most of the information could be accessed by all, including the common citizens without any log in credentials.
Till date, Himachal Pradesh, Punjab, Uttar Pradesh, Tamil Nadu, Sikkim, Madhya Pradesh and Karnataka Legislative Assemblies have started using the app.
“We have also started the formal procedure to adopt the app and as part of it, we will train all legislators and Assembly staff. We are holding a two-day seminar which began here today. It is also being attended by officials from the NIC who will implement the project, and also from the Ministry of Parliamentary Affairs,” said Goswami.
