Rajya Sabha adjourned without Citizenship Bill being tabled

The Rajya Sabha was adjourned sine die on February 13 without taking up the controversial Citizenship (Amendment) Bill (CAB) on the penultimate day of the Upper House of the Parliament.

The house was adjourned sine die after it returned the vote-on-account, Finance Bill and Appropriation Bill to the Lok Sabha and passed the Personal Laws Amendment Bill, IANS reported.

Several bills including the controversial CAB could not be taken up due repeated adjournments on the last day.

According to PTI news agency, the contentious CAB and triple talaq bills are set to lapse on June 3 when the term of the present Lok Sabha ends as they could not be passed in the Rajya Sabha.

The oppositions had been opposing provisions of the two bills in Rajya Sabha where the government lacks numbers, it said.

The Citizenship (Amendment) Bill, 2019 provides for according Indian citizenship to Hindus, Jains, Christians, Sikhs, Buddhists and Parsis from Bangladesh, Pakistan and Afghanistan after seven years of residence in India instead of 12 years, which is the norm currently, even if they do not possess any document, it added.

The legislation was passed by the Lok Sabha during the Winter Session on January 8 and has been awaiting the Rajya Sabha’s nod.

Aftermath the passing of the bill in the Lower House of the Parliament, there have been strong opposition to the CAB in Assam and other Northeastern states arguing that it is against indigenous people’s interest.

Several protests and bandh were held across the Northeast after the passing of the bill in Lok Sabha, while most political parties, including alliance partner of Bharatiya Janata Party (BJP) in the region, has have vehemently oppose the CAB.

According to IANS, the productivity of the upper house in the Budget Session was just over 7 per cent with most of the working hours lost to disruptions
