Assam Budget 2026: State Projects ₹3,225-Crore Surplus, Fiscal Deficit Targeted at 3% of GSDP

GUWAHATI, July 10: Assam Finance Minister Jayanta Mallabaruah, while presenting the Assam Budget 2026-27, estimated total receipts of ₹1,51,843.23 crore under the Consolidated Fund of the State. Of this, ₹1,18,562.23 crore is on the Revenue Account, while ₹33,281 crore is under the Capital Account.

Including ₹1,34,466.22 crore under the Public Account and ₹2,000 crore under the Contingency Fund, the state’s total estimated receipts for the financial year stand at ₹2,88,309.45 crore.

The minister estimated total expenditure from the Consolidated Fund at ₹1,56,714.88 crore, comprising ₹1,18,562.23 crore on the Revenue Account and ₹38,152.65 crore on the Capital Account. After accounting for expenditure under the Public Account and the Contingency Fund, the aggregate expenditure is projected at ₹2,85,084.45 crore.

According to the Budget Estimates, the state expects an estimated surplus of ₹3,225 crore during the financial year. However, after adjusting the opening deficit of ₹3,644.26 crore, Assam is projected to end FY 2026-27 with a Budget deficit of ₹419.26 crore.

The Budget also targets a fiscal deficit of 3% of the state’s projected Gross State Domestic Product (GSDP) for the financial year 2026-27.
